The winners will play Spain, who beat France 2-1 in the first semi-final, at Berlin’s Olympiastadion on Sunday (20:00 BST).
Kane penalty vs Netherlands
A Video Assistant Referee (VAR) check decided that Kane had been impeded by a late Dumfries challenge as England were awarded the spot kick which drew them level in Dortmund.
Simons had opened the scoring with a sensational finish, pinching possession from Declan Rice before rifling an emphatic finish beyond Jordan Pickford from outside the box.
Foden then broke free inside the penalty area on the right and sent the ball rolling towards the net, only for Dumfries to intervene in the nick of time.
The Inter wideman rose highest from a subsequent corner, arrowing a powerful header towards goal which crashed off the upright.
